PIPELINE PERMITTING
RT has the expertise needed to obtain permit approvals to build pipelines. We have civil engineers for preparing plans and coordinating with surveyors and wetlands specialists to obtain needed permits in environmentally sensitive areas. Our technical experts can assist with standard environmental audits, permits and approvals, as well as more specialized requests in areas such as habitat assessment, GIS, risk assessment, and information management.
RT is a leader in finding new solutions for environmental and engineering problems. We have clients throughout the region that were able to save money by reusing excavated materials in lieu of sending it to the landfill. Our long-term relationship with the National Utility Contractors Association has allowed us to be an effective liaison between the drillers and the contractors.
ACT 2 SERVICES
RT Energy Services provides service to the Marcellus Shale Oil and Gas industry, to assist with managing remediation when fluid or other releases occur at drilling or midstream sites. RT has experience throughout Pennsylvania, and we can respond promptly to help manage releases from locations in Pittsburgh, Harrisburg, and Philadelphia. There are many highly qualified firms which offer emergency response services, and offer the "brawn" to clean up specific releases.
RT is frequently asked to work side by side with these firms, to offer the "brains". Don't get us wrong... We are not suggesting that emergency response companies don't know what they are doing. We have great respect for them. However, there are many situations that require in-depth knowledge and a thorough understanding of PA's regulatory requirements. That's where our brains set us apart. We work with the client and the response team to assure that the work is completed efficiently and the Statutory Cleanup Liability Protection under Act 2 of 1995 is attained after cleanup is complete. Being unaware of the best remediation approach can lead to completion of unnecessary work and increased costs.
SPCC PLANS
RT has prepared contingency plans for all types of sites with commercial, industrial and construction operations in:
- New Jersey
- New York
- Maryland
- Virginia
- Delaware
- Massachusetts
- Ohio
For industry groups, we have provided training to hundreds of site supervisors, foreman and environmental managers. We also prepare integrated contingency plans, where there are state requirements (such as preparedness, prevention, and contingency plans, such as Pennsylvania).
NPDES PERMITS
RT has prepared National Pollution Discharge Elimination System (NPDES) permit applications, which have been submitted to state agencies throughout our service area. Applications have included individual NPDES permits, general NPDES permits for stormwater, and, complicated NPDES permits, involving multiple discharge points some of which involve industrial wastewater, and/or stormwater. In situations where discharge limit exceedances are of concern, we can offer practical compliance assistance, and work to resolve continuing violations and/or potential penalties in the shortest practical time frame. We also offer expert services to those holding permits, where violations are hard to resolve.
EROSION AND SEDIMENT CONTROL PERMIT APPLICATIONS
We assist with preparation of plans and permit applications for all aspects of erosion and sedimentation controls including:
- New Development Projects
- Drilling and Utilization Transmission Line Projects
- Redevelopment Projects, Including at Waterfront Development Projects
In Pennsylvania, we offer expedited permitting as our Professional Engineers have received DEP Training, authorizing expedited permit reviews.
We also can offer practiced advice on stormwater management, particularly at environmentally sensitive sites.
RESPONDING TO AND PROVIDING EXPERT TESTIMONY WHEN PERMITS OR APPROVALS ARE CHALLENGED
Response to hazardous substance and oil spills and releases has been a part of RT’s project work since 1990.
We can respond quickly to manage cleanup operations cost-effectively and communicate quickly with emergency responders and regulatory agencies to control spills and get cleanup underway efficiently and cost effectively.
We offer these services throughout Pennsylvania, New Jersey, Delaware, northern Maryland, Ohio and West Virginia.
EXPERT SERVICES – LOCAL/STATE/FEDERAL APPROVAL CHALLENGES
RT offers expert services when there are challenges to approvals for drilling pad sites and/or midstream transmission projects.
Our experts have testified before:
- Local Zoning and Planning Boards
- The PA Environmental Hearing Board
- Administrative Proceedings
- State Courts
- Federal Courts
- At Public Meetings and Hearings
Contact us for more information about your potential case or protject, as we can frequently offer practical advice on how we can help.
DRILLING PAD INSPECTIONS
RT staff has completed drill pad inspections at drilling/fracking sites in many areas. We inspect for:
- Compliance with approved plans/erosion and sediment control
- Placement of materials and equipment
- Proximity to nearby environmental features
If any items are of concern, we notify the field staff promptly and follow up with a written report with appropriate recommendations.
TANK FARM CONTAINMENT,UPGRADING AND REMEDIATION
RT has in depth experience in tank farm, containment and remediation, for all types of storage tanks. In addition to designing and providing oversight for residual waste, and petroleum tanks, we also provide annual testing and certification for hazardous waste tanks. When remediation is needed, we can focus on the best way to complete remediation, whether the tank is to come out of service, or remain in service. We also have several qualified professionals, including aboveground and underground storage tank specialists, as well as, a Professional Geologist to oversee remediation when needed.
